Juan on Governmental Ethics:
 

There are laws on the books that aim to prevent bribery and corruption; unfortunately these laws have not stopped some of our State legislators from acting unethical, unprofessional and, worst of all, against the law. The best way to change this unethical and criminal behavior is not by enacting new laws, change will only occur by electing people with the following characteristics: 

Integrity and Honesty
Values, morals and standards
Public servants who will remain true to themselves and those they represent 
Public servants who hold themselves accountable for their actions
Public servants who hold themselves at a higher standard; leading by example 

Juan will support the following: 

  • Ethics legislation that would open all activity of the legislature to the public
  • Getting decisions out of the back room
  • Require votes and expense accounts of every legislator to be posted on the internet so taxpayers can see where their money goes
  • Take the power away from the legislator and give it to the people
  • Let voters elect the Attorney general and the state constitutional officers – NOT THE POLITICIANS so those officials would be a true watchdog on the legislature without fear of loosing their jobs

Juan on Education:

I will support “No child left behind” This initiative will continue to identify areas where school systems need to do a better job meeting the need of students. 

Respect for our traditional values and institutions must be a part of the classroom. The pledge of allegiance should be recited each morning in our classrooms.
 
A school is part of the neighborhood, therefore it is important to have a school that meets the needs of our neighbors.  We must provide motivation and incentives to teachers (Better pay for better teachers will create happier and better educated teachers).
 
High standards for our students and our schools are crucial and it requires hands on involvement from elected officials, principals, teachers and parents.

We must think outside the box when it comes to education. The status qou is simply not working. Our elected officials, working closely with educators, must continue to look at new ways to improve education.  Education funds shouldn’t be tied up in bureaucracy it should be sent to the front line…into the classrooms.

Empower principals by allowing local control of schools.  Principals, teachers and parents should work together to adopt curriculum tailored to the student’s needs. The needs of a student in Nashville may be different than a student in East Tennessee; parents, teachers and principals know this far better than anyone. 

Replace the outdated tenure law with a merit pay system and allow a teacher’s pay raise to be based on their performance in the classroom rather than seniority.  

Juan on Immigration:  

I am an American of Hispanic heritage who believes in America. I believe in the governmental institutions and laws that make this country the greatest in the world. It is because of this strong belief in the principles of freedom, individual liberties and democracy that I will only support immigration policy and enforcement that is carried out under the rule of law.  I support immigration but it must be done legally.  My principles are simple:  

  • Illegal immigrants from any country should never be rewarded with benefits or privileges at your expense
  • Secure our borders now and fully enforce immigration laws
  • Learn and speak English
  • All Immigrants have to integrate in our society
  • Driver License only for legal residents
  • Heavy fines upon ANY employer who hires illegal immigrants
